doc/ms.ms: Fix incorrect apostrophe glyphs.
* Use \[aq] instead of "'" in example of *roff delimiter syntax, so that
non-ASCII apostrophes don't appear in the output.
* Refer to this character as a "neutral apostrophe", not a "quote".
* Also use groff-style font escapes (\f[]).
