It's still a no-op, even as `no operation request' :-(

To be frank, and I realise I've only been on this list five minutes, it
doesn't seem to be necessary and troff has existed all this time
without it.  Yes, `.if 1' might take a little getting used to too, but
then that's because it shouldn't be there either :-)  [/frank]
