Have you seen khelpcenter in action? I'd say it goes about
75% of the way. That last 25% will be the most difficult
though. :-) What's missing is DVI display (but how many
sites store help files in DVI format?) and a proper index &
search feature.
Again, I believe the tools on both ends (creation & display)
are adequate; like anything, they could use some improvement...
but more importantly, need to be wielded a little better.
But, as someone else said, "Documentation is like sex -- when
it's good, it's very very good, and when it's bad, it's better
than nothing."
