It depends on whether "$CHAPTER_STRING" has been
earmarked for users to redefine or not. If it's
earmarked, then users can count on it being available
from version to version of -mom, and the difference
between using the macro CHAPTER_STRING or directly
defining $CHAPTER_STRING is mostly a matter of
readability. Otherwise, for all a user knows,
"$CHAPTER_STRING" is just an internal string that may
get replaced, renamed, etc. This is less an issue of
coding and more an issue of convention and
documentation.
