Only by extensions (e.g. Debian which has been recently extended to
support Chinese, IIRC -- Colin?), and then only encodings which fit
into the ISO 2022 framework due to some reserved code points in groff:
JIS, KS, GB, etc., but not SJIS, Big5, UTF8.

Check whether there is a -Tnippon device.  Patch files relative to the
main groff distribution should be available from Debian.
