I'm running LinuxMint Debian. It splits groff into two packages:
groff-base -- minimal install; sufficient to format manpages
groff -- everything else from a groff distribution
Currently installed version is 1.22.2; it has both manpages installed:
$ man -w gropdf pdfmom
/usr/share/man/man1/gropdf.1.gz
/usr/share/man/man1/pdfmom.1.gz
So ... seems like Debian got it right; if Gentoo is missing these, then
it would seem to be a Gentoo bug.
