I am not very familiar with mom, but it works for me if I a
place an .ft macro after the .START macro and the font you use
of course has the glyphs that you want to print, e.g.:
.AUTHOR "Yannick P. Guique"
.DOCTYPE LETTER
.PRINTSTYLE TYPESET
.START
.ft LinBiolinumR
then the 'Č' is shown.
