Good day,
currently i want to bring my table of content on the top  of the document.
I found a solution below and is work.
After 7 Years, is this  solution still a good way to bring the toc on 
the top?

Using  the  psutils  package,  you can move the last
page containing the TOC to the beginning of the doc-
ument:

    psselect -p_1,1-_2 in.ps out.ps

Yes:

    .nr Lf 0 \" Disable list of figures
    .nr Lt 0 \" Disable list of tables
