It seems to me that it's an academic term to use to shame users of computer
technical terms into trying to use more generic English terms. I'd add that I
personally find it a bit hypocritical as most fields have their own technical
terms, even the academic ones, and yet, only the computer terms seem to be
getting this "shameful" treatment. I'd also add that what I find shameful is
more rendering access to the knowledge difficult by putting it behind paywalls,
such as what is done with academic journals as well as lawsuits (via PACER).
Fortunately, for the most part, this issue doesn't occur on computer technical
terminology because you can easily research them, using the practically
universally used and understood search engines, as well as the Internet Wayback
Machine for dead links.
