Contextual help is a good idea! I believe a mix of both approaches will
be the best solution.
* The user will be able to enter the message in the command line (eg,
"INFO E999" and get an description of the problem, causes, and
possible solutions. This information will reside on the database, so
it will always be available.
* They can refer to the online manual, where the documentation will
probably be expanded with screenshots,etc..
I think this would bring the best of both worlds :)
