Yes, there is a LIMS feature in GNU Health (its been a while since I last looked at it, not sure how much functionality it has)

There is also development work on GNU LIMS - http://savannah.gnu.org/projects/lims

You can also have a look at BIKA Health - http://www.bikalabs.org/
