Given your other message to this mailing list, I believe you are in
fact asking about PROCESS SUBSTITUTION and not command substitution.

I don't even know what msys is, so I can't help with that part.

You may want to have a look at msys2: http://sourceforge.net/projects/msys2/, which does include bash 4 and with process substitution working fine.
