I disagree - files should go where it is most appropriate for them to
go; cfengine keys should probably go in /etc but /var/log is under
/var and I wouldn't appreciate my log files being deleted after every
reboot or upgrade (and not surprisingly they aren't). The FHS (for
Linux at least) has spent a lot of time discussing where things should
and shouldn't go and even if you generally don't agree with all of it,
it certainly is a good place to start.
