Host Authorization Denied with 2.0.8p1

Since upgrading to cfengine 2.0.8p1 we're getting authorization errors, 
where the config worked previously with 2.0.5


Oct  8 12:30:48 archive cfservd[4064]:  Host hostname denied 
access to file
Oct  8 12:30:48 archive cfservd[4064]: Host authorization/authentication 
failed or access denied
Oct  8 12:30:48 archive cfservd[4064]: From 
(host=hostname,user=root,ip=xxx.xxx.xxx.xxx)
Oct  8 12:30:48 archive cfservd[4064]:  ID from connecting host: (SYNCH 
1065630650 STAT file)

This is pretty much for all of our hosts.   I'm also getting the 


cfengine:hostname: Server returned error:  Host authentication 
failed. Did you forget the domain name?

This host is in my /var/cfengine/inputs/cfservd.conf

grant:

        / xxx.xxx.xxx.xxx

Why would I be getting these errors.   I'm granting / does this not 
include directories under / such as /etc?

Any help appreciated.   All hosts are running redhat 7.3, 7.2, and hand 
compiled cfengine...
