Limit rate configuration

Hi everybody.

I have never used cfengine before, so I am starting in cfengine now.
I am analysing it to know if  cfengine is  secure and flexible way make
software updates over remote computers into a big financial institution
here in Brazil.
I was reading cfengine documentation and I did not find any limit rate
configuration.
Is there a way?
