Thank you for dealing with this request.
For "exclusive" mode, you need to add an entry to /etc/debbugs/exim
(or exim.nongnu). (I just did so; it could take an hour or so to take effect.)
This is mentioned in "Procedure for adding a new project" on
https://debbugs.gnu.org/Using.html, but feel free to edit it to make it
clearer.
