debbugs2p development system web status update

GNU BTS Hackers,

Ian alerted me that debbugs2p the development system was having high
load alerts with godzillian bugreport.cgi processes running.  I looked
at the logs and see that it was getting hit from 3821 IP addresses
different IP addresses!  Some botnet is hitting the system pretty hard.

Since there is no production use on that system and I don't think any
of us are actively developing on it at this moment I have firewalled
off the http & https ports in the shorewall firewall rules file to
deal with this external abuse problem.  I don't think anyone is
actively developing on that system at this moment so I don't think
this will affect anyone today.  This just seemed like the simplest way
to avoid it getting "thumped" upon from the hostile Internet and
creating load problems.

Meanwhile...  I know that we will return to working on that system at
some point.  When we do then it will be okay to open those ports up
again.  And if someone is actively working on the system then they
will be able to see what is happening with it at that time.
