I think both of these observations are incorrect, at least not with
the latest versions of Emacs (you didn't tell which version did you
use).
Unless you have a very old version (before v19.34), I'm guessing that
what you see is some system configuration snafu. I'd suggest to post
the relevant details in each case (how exactly to reproduce the
problem etc.), and probably make each problem a separate thread.
