There's a nice add-on package called etach.el which does this. In the
RMAIL environment, it lets you save an attachment to a designated
directory `~/detached', and in the mail environment it lets you add
attachments to outgoing messages. It's easy to bind these functions so
that they can be executed with a single key-stroke.
The package was written by J. Rulnick, and it's available at:
http://sourceforge.net/projects/etach/
The latest version seem to be 1.1.6,
