What manual are you looking for ? Emacs manual is included in the
distribution and is installed with it (just press C-h i and go to
"Emacs" node); corresponding elisp manual is contained in
elisp-manual-21-2.7.tar.gz file.
BTW It seems that doclicense.texi and gpl.texi are missing from elisp
manual tarball making creating its rebuiling a bit too complicating.
