Well, you could write:
(or (looking-at "^To:") (looking-at "^CC:") (looking-at "^BCC:"))
which is will give the same result, but with less wear on those vital
paren keys :). Even better, IMHO, though would be:
(looking-at "^^\\(To\\|B?CC\\):")
