scroll-up/scroll-down but
not the page-up/page-down which use the forward-line.

This one looks complicated and seems to be outdated. It might exactly
do the same thing as the scroll-preserve-screen-position. what do you think
about it?

The pager.el looks simple but seems to require good skill on lisp programming
to modify it.
