Because a *shell* buffer, for example, can be so large that the line counting in mode-line stops and then the shape of the scroll bar gives a hint where the cursor just might be ... And sometimes it can be useful to jump somewhere into the buffer by using the scroll bar when you know that no particularly unique text can be found there.
