Could you, please, show the contents of the buffer
*davin@ftphost.ripway.com*? It traces the underlying FTP sesion.

If you want to connect via another method but ftp, it is the way to go.
You can also install Tramp 2.1.13, it is compatible with GNU Emacs 21.3.
