I just followed the tutorial.
I didn't specify a PREFIX because default is "/usr/local"...

Ok, that suggests you're not using libgnunetutil from $PREFIX, for
example because you did not run 'make install'. In general, you must
first run 'make install' and make sure to link your program against the
$PREFIX/lib/libgnunetutil.so, *OR* set 'GNUNET_PREFIX' to $PREFIX so
that the correct path to config.d/ is found.
