Theoretically it can. UEFI Specification defines BIOS Boot device path that could "enable platform firmware to select a legacy non-EFI OS as a boot option". Whether it is actually implemented by different vendors is another question. Sometimes I see in efibootmgr output lines hinting at BBS entries.
I do not think that grub supports it though.
