I have it installed as an rpm. They are just header files. the package name is 
libgsl0-devel-1.6-2mdk
They are not automatically in the path. I need to add them this way on my box:

#include <gsl/gsl_sf_bessel.h>
#include <gsl/gsl_eigen.h>
