Can anyone please tell how to mount Floppy Disk Drive on GNU/Hurd

GNU/Hurd 0.3 does not exist; I assume that you mean Debian GNU/Hurd.
To mount a floppy you do the following (assuming that the floppy has a
ext2fs file-system):
settrans -acp /floppy /hurd/ext2fs /dev/fd0
and also how to install X window system
The same way you would do it on any Debian system, and by following
some of the instructions at:
http://www.debian.org/ports/hurd/hurd-install
