It would be good to make this clearer in the manual.

Explaining it is somewhat difficult though :).


Note that this feature was added because it's how other versions of
make which have the concept of target-specific variables work.  Although
it is confusing at times, for sure, it's also extremely useful.  A
difficult choice.
