I saw it. Note there has already been a lot of commentary on this bug;
it's really a side-effect of a feature of GNU make. This is a
performance feature but it does cause some unexpected behavior and this
is another aspect of that.
I've posted a way to rewrite your makefile which is more robust and
correct, as well as solves your problem.
Check the bug report.
