He just has to pick a free license. For Octave, we prefer GPLv3 or
later, and if not, a GPL-compatible license. The MIT license or the
3-clause BSD license are popular GPL-compatible choices. It doesn't
even have to be GPL compatible, but note this opinion:

Once he decides which license he likes, all he has to do is declare
this choice in the headers of each file and ideally in his
documentation.
