We haven't done this yet. Some Windows packagers decided to go ahead
and do it anyways. So some Windows versions have OpenGL graphics by
default. I think both currently popular Windows builds do this.

ok. I saw the graphics_toolkit ("fltk") command in my octaverc and couldn't remember if I put it there...  thanks.
