I just loaded the Visual Studio binary distro
(octave-3.6.4-vs2010-setup.exe) and ran it*.

It starts up instantly.  It loads the 2500x2500 12MB text file in 20 seconds.


* Note: If you don't have the VS runtimes (vcredist_x86.exe) already installed,
do that before installing octave
