Yes, I broke video-1.2.2 for Windows with the ffmpeg binaries.
You can install (after installing the ffmpeg files as described in the
wiki) this patched version http://www.tech-chat.de/files/video-1.2.2.tar.gz
with "pkg -verbose install video-1.2.2.tar.gz"
Or you can try the 4.0.1-rc3 as JohnD already pointed out.
