I have uninstalled 64bit binary and installed 32bit binary to the PC on which 
the problem occured.

The 32bit binary worked without problem.

After that I installed 7-Zip archived version of
 64bit binary. (octave-4.0.1-w64-3.7z)

help command worked but pkg rebuild did not work.
