So I uninstalled java and deleted Octave again. deleted the qt and
.octaverc settings under my profile.

downloaded the executable installer. ran the install, and it warned
about no java.  cancelled the install. installed java.  rebooted. ran
the executable installer.  no java warning.  installed octave. opened
octave, same 'no java' warning inside octave

so the installer saw octave, but the interpreter doesn't. I'm confused.
