[octave-forge] instrument-control 0.5.0 package release

A new release of the instrument control package has uploaded to octave-forge 
and is available for download [1] 

This new version contain many additional functions and classes:

* a new serialport class to supersede the older serial class

* additional common functions before tween instruments, including fread, 
fwrite, flushinput, insthelp

* additional properties and property access to many of the classes

* general updates to get closer to matlab compatabilty

* a new user manual 

* general updates to support the upcoming Octave 6+ release
