    Which is not part of the Texinfo distribution.

True.  But our plan is to replace makeinfo with texi2html in the next
major release, sometime this year.  (The development sources for
texi2html already support all the other output formats, thanks to lots
of hard work by Patrice Dumas, one of the principal texi2html developers.)
