[help-texinfo] Russian manuals

What do I need to make manuals in Russian?

I have the .texi source file with character
encoding "koi8-r". Additionally I set the
two definitions (as said in the texinfo manual):

@documentencoding koi8-r
@documentlanguage ru

The html output works more or less while the
pdf output is just garbage.

Do you have any advice?
