Not needed.

Do people include a top with text in printed formats? Seems strange to me.
In general, no, especially if they follow the recommended setup, which
has @top indeed enclosed in @ifnottex.

I am guessing that since some of these documents originated around 1994 and
have been hacked on since then, I am just lucky this is all that is wrong with them.
