I tried it with the latest development version of texinfo and it came
out as:
<dt><a name="index-make_002dabbrev_002dtable"></a>Function:
<strong>make-abbrev-table</strong> <em>&optional props</em></dt>
What version of Texinfo are you using?
It might be possible to change the output if it would be useful.
