URL problem

Hi Karl et al,

In the attached examples, the link works if example.pdf is displayed in Firefox 
but not if it's displayed in evince (Document Viewer).  In addition, it works 
if texi2pdf is used but not if makeinfo --dvipdf is used.  In the latter case, 
it doesn't work in Firefox, either.

I think I could easily get this to work for a specific document with an ad hoc 
solution using @iftex ... @end iftex and dvipdfmx, but would it be possible to 
get it to work within Texinfo itself?
