make src and bin, package-install-file fails

make src and bin, package-install-file fails |

I have tried to do
$ make src
$ make bin
here it interrupted and file is in /tmp
then
{M-x package-install-file RET /tmp/hyperbole-7.1.4.tar RET}
error I get: tar--check-descriptor: Wrong type argument: arrayp, nil
I am sorry, again I wish to install from git and I am little lost even
I did ask previously.
