Selecting "categories" in the system parameters menu gives a blank page. After
inserting some debugging code, I found that the immediate cause is that
C4::Output::startmenu(), when passed type="admin", tries to open
/usr/local/www/hdl/htdocs/includes/cat-top.inc. The result is a No such file or
directory error.

Why /usr/local/www/hdl is referenced is not known yet.
