Just some words:
As far as I know (from my experience with GNUstep) a GNU package could
participate in GSOC under the umbrella of GNU project, in other way GSOC
will not accept it.
GNU have a dedicated list for this:
https://lists.gnu.org/mailman/listinfo/summer-of-code/
where you can discuss proposals for GSOC.
