Other systems certainly do exist.  

FPGA based Oberon is composed of open hardware and software.  
I'll have to review the license before claiming it fits the 
FSF definition of "free".

PC Native Oberon and A2 run on bare i386 hardware.  Granted 
these can not run Libreboot executables but once Libreboot 
is working on a machine, NO and A2 are legitimate systems.

Niklaus Wirth and other senior developers are well aware 
of the complexities and liabilities of contemporary CPU.
These are among the factors motivating development of 
the FPGA based systems.
