Are you trying to say that the web site at is not powered by GNU FM web application? But website says the opposite. Or you're trying to say that the page is not the part of that web application even though it is linked from the same main menu as which is a part of application? I don't get it.

The "website" vs "webapp" isn't part of the GNU FM codebase. Only code under the AGPL is subject to the AGPL -- the page in question is unrelated to the codebase.
