Technically this is probably the easiest first step and my libre software instinct too is that netfiling/efiling should be completely modular like this. However the CRA has tightly coupled the tax calculations and the netfiling/efiling. Also if we offer this as a service, we would likely become an EFILE tax preparer in the CRA's eyes with a long list of responsibilities listed in RC4018 The Electronic filers manual Chapter 1 Preparer Responsibilities starting with: Form T183 is to be completed and signed by the client prior to the transmission of an EFILE return.

Based on what we talked about in the mumble meeting, and previously on-list, it seems like the easiest first step would be to produce a libre web service, and get it certified, where people upload a digital T1 (in some format -- perhaps based on the format we need to send the CRA APIs, or some nice format or whatever). And then the software files this digital T1 for the user. Then anyone can write software that generates this standard format that we accept, etc.
