Hi Andrew.dudash,

Andrew E. has just performed an update of the MediaWiki version may be
that some configuration has been locked. We will resolve this as soon
as possible. I imagine that the "AutoConfirm"[1] function doesn't have
to wait so long or require so many edits to validate a user logged in
by CAS.fsf.org, it just makes sense for new signups (which seems to be
currently closed, every login is by CAS).
