That's what I meant using "unit of completion".
Write \makerests 1/1 c4 then.

More likely c4. r4. and indeed, this does not work for dotted units of
completion. With \makerests 3/4 { c4. } you will get c4. r8 r4 which
fits worse into 6/8 than c4. r8 r r does.
